A recent change by the Food and Drug Administration (FDA) has caused confusion about what constitutes "no artificial colors" on food labels is meant to signify. The only artificial colors now count as artificial are FD&C dyes, petroleum-based dyes like Red 40, Yellow 5, and Blue 2. This distinction has been extended to include titanium dioxide, which is currently banned as a food additive in the European Union due to its toxicity. The FDA has stated that it will act if new data shows they are unsafe. The change has led to increased confusion among consumers about whether or not these labels are true.
