The New London Police Department initially received a call from a person who expressed concern, but the caller was actually Allen's brother. The brother, who recently married, is expecting a baby with his wife. The alleged manifesto, which was signed off as "Friendly Federal Assassin," targeted the president, security at the dinner and anyone who got in his way.
