Oklahoma man arrested in Laredo’s third homicide of 2026

Laredo police have arrested 36-year-old man, Allen Denzel Phipps, for the third homicide of the year. The victim was identified as 60-year old Luis Fernando Marquez of Iowa. The arrest follows a road rage incident that escalated into gunfire. Both individuals involved in the incident are in custody.
