Liberal activist and former hedge fund manager Tom Steyer has topped $100 million in advertising for California governor's race, following rival Eric Swalwell's withdrawal from the race. This increase in spending does not guarantee a win for Steyer as there is no clear leader in the race until the June 2 primary election.
