The City Council of Virginia Beach has approved a rezoning application for a new senior housing project and a nine-hole golf course on the former Signature at West Neck golf course property. The proposal includes 143 single-family homes for ages 55-plus and will turn part of the former 18-hole course into a 9- hole course with a practice area designed by professional golfer Marc Leishman. The council heard from roughly 100 speakers, mostly from residents of Indian River Plantation and the Villages at Westneck, who believe the development would bring positive change. However, some speakers voiced concerns about the dangers of the unkempt grounds and potential environmental issues. The rezoned application was approved 9-2, with only Mayor Bobby Dyer and Councilwoman Amelia Ross-Hammond voting no.
