Sayed Mousavi, the man killed by a Utah Highway Patrol trooper, had a history of making terroristic threats and other criminal charges, for which he served less than a year in jail in a plea agreement. His sentence was based on a pre-sentence report, which gives recommendations of how much time someone should serve. If all charges had been given the maximum penalty, Mousavi could have faced more than 20 years behind bars. In 2025, he received credit for time served of 250 days in jail and three years' probation.
