The Louisiana Senate is expected to vote on a bill that would eliminate the Orleans Parish Criminal District Court's clerk position. The bill, authored by Sen. Jay Morris, would consolidate New Orleans' civil and criminal courts under one administration. It would allow Civil District Court clerk Chelsey Richard Napoleon to take over the role and prevent criminal court clerk-elect Calvin Duncan from assuming the position. Critics, including state Sen. Royce Duplessis and New Orleans City Council member Jason Hughes, have expressed concern over the logistics and funding of a merged court. The state analysts estimate that the bill would save the state $27,300 a year and the city $233,061 annually in clerk expenses.
