Chisago County settles lawsuit over sheriff sex assault case for $7.5M

Chisago County has agreed to pay $7.5 million to a woman who was sexually assaulted by former Sheriff Richard Duncan in 2017. The case stemmed from a blackmailing scheme involving Duncan's office investigating a sexual assault. He initially claimed that a blackmailer had left letters in his mailbox demanding sex. After the victim sued, a court ruled that Duncan's actions were under the color of the law. The settlement was negotiated by both the county and the Minnesota Counties Intergovernmental Trust.
