The Institute for Fiscal Studies (IFS) has stated that the Help to Buy scheme, introduced in England in 2003, had a limited impact on social mobility. The study found that the scheme was limited to new builds, which were often rare in the early 2000s. It also found that it was less beneficial to buyers in London and the South East as there were fewer homes available in the scheme.
