‘Help save Willy’: Liccardo introduces bill to implement ‘whale desk’ in San Francisco Bay

Bay Area federal lawmakers have introduced a bill to implement a ‘whale desk’ at the U.S. Coast Guard’s San Francisco station, aimed at mitigating the number of whale deaths in the San Francisco Bay, which has reached its highest level in 25 years. The bill would require the Coast Guard to track whales moving through the Bay and alert vessel operators to their locations to prevent collisions between the cetaceans and boats. This comes amid a significant increase in whale deaths around the Bay, with 2025 seeing 24 recorded deaths, 21 of which were gray whales. A study by Moe Flannery found that about 18% of gray whales who arrived into San Francisco from 2018 to 2025 died there. The initial program would involve two full-time staff members and involve public reports of whale sightings from mariners.
