Mike Johnson Caves, Agrees To Pass Shutdown-Ending Bill He Called A 'Joke' Days Before

Republican House Speaker Mike Johnson has agreed to compromise on a plan to end the 47-day partial government shutdown, which he had dismissed as a "joke" and "gambit". Johnson and Republican Senate Majority Leader John Thune announced the plan in a statement posted to X. The House would pass a Senate-approved bill to fund the entire department except its immigration enforcement agencies, using the reconciliation process to fully fund them. Non-immigration enforcement agencies under DHS include the Coast Guard, the Federal Emergency Management Agency (FEMA), and the Transportation Security Administration (TSA). The two GOP leaders also stated their intention to fully reopen the Department, make federal workers paid, and specifically fund immigration enforcement and border security for the next three years. However, some conservative GOP lawmakers immediately criticized the move to remove the CR, which would have funded the entire DHS, from the table.
