Deputies shift probe from possible hit-and-run after finding dog bite on victim

A man with a dog bite was found dead near Highway 140 in Atwater, California, on Friday. The initial investigation initially focused on the possibility of a hit-and-run. However, further investigation revealed that five dogs associated with the same residence were taken for quarantine. The owner of these animals was arrested for failing to turn them over for quarantine and obstruction.
