The Rocky River Police Department reported that a man, believed to be from Massillon, Ohio, thought he was in a parking lot when he stopped in the middle of a busy intersection for over 15 minutes. The driver was arrested for operating a vehicle while intoxicated, obstructing an intersection, and having an open container of alcohol in a vehicle. The car was impounded and the man was booked into the jail. An emaciated dog was found abandoned near Rocky River High School and later adopted by the police.
