Washington Mayor Muriel Bowser unveils her last budget, proposing to cut spending

Washington Mayor Muriel Bowser has unveiled her last budget, a $21.2 billion gross operating spending plan. The proposal includes education and health care spending priorities but cuts to funding for several areas, including $127 million set aside for future collective bargaining agreements and non-union pay increases for city employees. The general funds budget is also a 3.3% cut from 2026. The cuts were made due to a decrease in revenue due in part to federal workforce reductions and rising costs, including higher Medicaid expenses and higher administration costs for the Supplemental Nutrition Assistance Program (SNAP). The proposal also includes capping the District’s child care subsidy program at 6,000 children and eliminating a program that supplements the wages of child care providers.
