The Virginia Supreme Court has blocked a proposed state redistricting constitutional amendment by Democrats in the state legislature, pending a final decision on whether Democrats complied with legal requirements when initiating the referendum. The ruling is part of a lawsuit by the Republican National Committee against the measure, which has been filed in three separate lawsuits challenging the ballot measure. If allowed to stand, the measure would give Democrats an advantage in 10 of the state's 11 U.S. House of Representatives districts in November's midterm elections, up from the current 6-5.
