Elgin council to act in June if state fails to adopt e-bike rules this spring session

Elgin City Council members are set to decide on an ordinance governing e-bikes and similar devices in June if the General Assembly does not pass statewide rules. City staff is researching possible regulations and will return in June with a local proposal. The issue is to incorporate these devices into the city's transportation system. Illinois Secretary of State Alexi Giannoulias is working with Ride Illinois and legislators on a bill regulating the devices, which is set to be discussed in the spring legislative session. The existing law prohibits the devices on streets, sidewalks and bike paths. Police have issued 14 citations and nine since 2021, with nine since 2025.
