Under campaign finance laws, the money raised prior to an abandoned bid can only be used for limited uses such as reducing office expenses, contributing to other candidates, and donating to charity. Swalwegout also spent $4,948 on hotels near home, including the Stanford Hotel in San Francisco and The Battery. He spent another $5,963 on food and beverages, including $429 at Washington, DC microbrewery Blue Jacket, $330 at Buffalo Bill’s bar in Hayward, California, and $310 at the Minetta Tavern in Greenwich Village.
