Alphanso Talley, a suspected cop killer, has been placed on electronic monitoring prior to the Swedish Hospital shooting that left him with the death of a Chicago police officer and wounding another. Judge John Lyke Jr. is being blamed for allowing Talley to walk free previously. Some officials argue that this decision exposes flaws in Cook County’s electronic monitoring program and the state’s cashless bail system. Cook County State’S Attorney Eileen O’Neill Burke‘s office had petitioned to keep Talley in custody in the cases before Lyke, but he was released in December. Talley was arrested for armed robbery and carjacking in 2025 and had been on electronic monitor on charges of possessing a stolen vehicle and battering a correctional officer in other cases before.
