Harrow, a local authority claiming to be "the most generous in London" for free parking, has decided to make the policy permanent in an effort to increase footfall across the borough. The offer has been offered for up to an hour in on-street bays since 2022 and has since been expanded to most council car parks the following year. The council believes the offer has significantly increased footfall and encourages residents to shop locally.
