Martin Tovar-Tavarez, a man from Wichita, has been arrested on a charge of "murder in the second-degree: unintentional but reckless". This follows a fatal car accident on March 11 near Lincoln and Topeka. The pedestrian, identified as 55-year-old Tyrone Carter, died at the scene. The driver of the car was found injured inside the vehicle. Police believe alcohol and speed may have been factors in the accident.
