Utah lawmakers plan to fund governor’s homelessness overhaul — if cities pay up

Utah lawmakers have proposed $70 million for Gov. Spencer Cox’s initiative to target criminality within the chronic homeless population. The funding is contingent on local governments matching the investments dollar-for-dollar. This is the first time lawmakers have conditioned homelessness money on a 1:1 match. The proposal represents a significant win for Cox, who prioritized his top funding priority. The funds will be split between the three pillars of Cox's homelessness strategy: high utilizers, mental health resources, and emergency housing. The proposed central campus is estimated to cost $75 million to build and around $30 million each year to operate. However, plans for the campus are on hold while President Donald Trump’�s revamped federal grant program is held up in court.
