Clock starts for Whitehall mayor, others to resign or face special election

A petition to recall three elected officials in Whitehall, including Mayor Michael Bivens, Councilmember Amy Harcar, and Councilmember Lori Elmore, has been approved by the Franklin County Board of Elections. If the officials do not resign within five days, a special election will be held. The petitions require signatures from at least 15 percent of the voters from the previous election.
