The Senate Budget Committee is working to draft a second budget reconciliation bill to fund Immigration and Customs Enforcement’s (ICE) removal operations, implement elements of voting reform legislation and fund the war in Iran. The move comes after Graham received approval from President Trump and Senate Majority Leader John Thune (R-S.D). The second reconciliation bill could also be used to implement parts of the SAVE America Act, a voting reform bill currently on the Senate floor but faces a Democratic filibuster. However, Republicans have called this plan a "pipe dream" and argue that a reconciliation bill can only be used for mandatory spending, not discretionary spending.
