The Metro regional government is investigating the work of City of Roses Disposal & Recycling, a prominent Portland disposal company it hired to manage garbage and recycling from the Oregon Convention Center. The company, which has been praised for environmental efforts and significant significance to the community as a Black-owned business, improperly discarded 17 tons of plastic from the convention center between July 2024 and August 2025 due to space constraints and inability to identify appropriate markets to sell it. Metro is also investigating whether City of Rose is following other regulatory rules. The firm has received a $10,690 fine for the violations and an improvement plan to improve tracking and reporting procedures. The incident occurred in large part due to the company's inability to find a buyer for the recyclables.
