Cleveland missed 787 voicemails left by parents, landlords, and healthcare providers seeking help from Cleveland's lead-safe home repair programs, which went unopened for nearly two years due to a lack of access to the voicemail. The issue was discovered after Mayor Justin Bibb hired Rebecca Maurer, his new senior advisor on lead accountability, to investigate the issue. The city was struggling to spend millions of dollars set aside to fix lead hazards in homes, even though officials claimed they searched for qualified applicants for the programs. Maurer described the delay as a breach of trust with residents and publicly acknowledging these failures as part of rebuilding trust. The $11.1 million home repair program, which includes $9.7 million from the U.S. Department of Housing and Urban Development, has been beset by challenges and delays.
