President Trump and Israeli Prime Minister Benjamin Netanyahu have encouraged Iranian citizens to take over their government in an attempt to counterbalance the Iranian government. However, without direct American support, these efforts may be futile without boots on the ground. David Petraeus, former CIA director and retired four-star U.S. Army general, argues that ordinary Iranians lack any real military capability due to their lack of arms, organization, or military capability. This follows a failed uprising in the 1991 Gulf War when Saddam Hussein's forces were driven out of Kuwait and President George H. W. Bush encouraged Iraqi Shias and Kurdish rebels to rise against Bush's regime, but failed to support the uprising. The situation was dramatized in the 1999 movie "Three Kings," set in the aftermath of the Gulf War.
