CHA board commissioner accused of defrauding the public housing agency

Debra Parker, a former Chicago Housing Authority board member, has been accused of defrauding the public housing agency. An internal investigation by the CHA and multiple hearings revealed that she committed fraud, not just error and omission but a pattern of actions intended to deceive or mislead the agency. Parker, who has served in the Housing Choice Voucher program since 2007, currently receives a subsidy to rent a four-bedroom home on the city's South Side. However, the decision indicates that she and her son, both of whom are supposed to be living at the South Side home, have been living with her fiancé, Charles Bell, in a luxury high-rise in River North. Parker owes over $12,000 due to her failures to properly report income and household composition. The hearing officer's findings were made public after a successful court motion filed by WBEZ and the Sun-Times.
