Court ruling on feds’ tear gas use at Portland ICE protests alarms Oregon officials

Federal judges have suspended restrictions on federal agents' use of tear gas against protesters at the U.S. Immigration and Customs Enforcement building in Portland, Oregon, amid concerns over the decision, which comes just days before large demonstrations are expected across the city. The judges had previously restricted officers from using tear gas or using indiscriminate force against protesters in two separate cases, finding that officers had directed excessive force at nonviolent demonstrators and shown "deliberate indifference" about the volume of chemical agents they’ve unleashed. However, a split three-judge panel of the 9th US. Circuit Court of Appeals issued an emergency hold on both orders, pending appeals. Portland City Councilor Angelita Morillo expressed concern about the ruling, stating that Portland now has rules in place allowing the city to fine the ICE facility if federal agents use gas.
