Bill criminalizing grooming in Kentucky heads to governor's desk

A bill that would criminalize "grooming" in Kentucky is headed to the governor's desk after passing the General Assembly and marking the start of Child Abuse Prevention Month. The bill defines grooming as behavior that coerces a minor to engage in sexual conduct and would be a misdemeanor if it becomes law, a felony if the minor is under 12, or if the adult offender is in a position of authority or special trust, or tries to groom the minor for an intimate or secretive relationship. Parents and advocates believe the measure could give Kentucky another tool to help prevent sexual abuse. The website Enough Abuse says 18 states have passed laws to define or criminalize grooming, including Indiana, Ohio, and Illinois.
