California Water Crisis: Why Wet Years Don't Mean Water Security

The California Department of Water Resources (DWR) has announced an initial State Water Project (SWP) allocation of 10 percent for the 2026 water year, which may rise as winter progresses. This decision reflects a shift in water management, with the system now governed by regulation, environmental constraints, groundwater limits, and operational rules as well as precipitation totals. The initial allocation is based on current hydrology, reservoir levels, and an assumption of dry conditions ahead. However, it remains uncertain if this water will be used later in the life. The state's ability to capture flood flows through groundwater recharge is limited due to physical capacity, conveyance bottlenecks, permitting and water-rights requirements. Climate change is also exacerbating the challenge.
