The California Department of Education has approved two language screeners for use in transitional kindergarten to replace the English Language Proficiency Assessment for California (ELPAC), which was banned from schools for two years ago. The ELPAC measures reading and writing skills that most 4-year-olds have not yet developed. However, some teachers and advocates have reported that some TK students were identified as English learners simply because they were too young to be tested. The screeners, IPT Early Childhood and preLAS, use playful games and conversation to assess students' English fluency. The two screeners selected for use are among the most common in California, with each used in nine other states. They can also be used to measure Spanish language skills, which advocates say is important for children who speak Spanish at home.
