Police in White Plains, New York, have discovered over two dozen pipe bombs in an apartment they were searching for after residents had been hearing loud booms for weeks. Raymond Elders, 65, was arrested on several charges including use of a weapon of mass destruction. The discovery of the explosives was made after a police officer spotted a mysterious explosive device near Elders' doorway. The device was deemed safe after a shelter-in-place was ordered. Surveillance footage allegedly captured Elders lighting a device and then throwing it into the street after an explosion was heard. The explosives are believed to be linked to a neighbor dispute.
