CyberTipline report led Portland police to arrest man on child sexual abuse counts

Police have arrested 29-year-old Justin M. Jespersen from Portland, Oregon, on 13 counts of encouraging child sexual abuse in the first and second degree. The investigation began when a CyberTipline report indicated that Jespergan was distributing child sexual assault material. During the investigation, police discovered Jesperan was planning to sexually assault a child.
