SMART Advances Rail Plan Amid Petition Push-Back

The Sonoma-Marin Area Rail Transit district (SMART) is moving ahead with a $269 million extension from Windsor to Healdsburg, adding a downtown station, upgrading rail infrastructure, and extending a multi-use pathway. The extension is expected to reduce Highway 101 congestion, reduce emissions, and deliver riders to San Francisco via a Larkspur ferry connection. However, Kim Lockhart, co-owner of a riverfront kayak business near the bridge, has argued that SMART failed to adequately analyze the current use of the Russian River and undermines the intent of the California Environmental Quality Act. Lockhart's concerns include unexpected closures, falling debris, or shifting currents during construction. The SMART spokesperson confirmed that environmental reviews covering the full rail corridor have been approved by agencies such as the U.S. Army Corps of Engineers and the California Department of Fish and Wildlife.
