The Department of Public Health (DPP) is forcing the Bickford Healthcare Center in Windsor Locks to close due to deficiencies and ongoing financial issues. The closure comes after a 93-year-old woman died and questions were raised about the facility's response to the death of the woman. The facility is currently housing 36 people.
