Historically, history suggests that successful boycotts only occur when leaders can tell participants the goal has been reached and when participants agree. This comes after a seven-figure deal was announced by Denny's in 1993 after a restaurant was criticized for not seating six Black Secret Service agents for 55 minutes while their white colleagues were served. The company hailed this deal as an "historic agreement" and a model for other companies. However, both successful protests have not been followed by successful outcomes. The Montgomery bus boycott of 1955–56 was a success story, but typically failed to determine who was participating or how well it was working. The recent Target agreement cited $2 billion for Black-owned businesses, though this appears to be mostly related to unfulfilled commitments from the retailer.
