A 27-year-old Elgin man has died and a West Chicago woman has been charged in a fatal hit-and-run in St. Charles. The incident occurred at the intersection of Country Club Road and North Fifth Avenue, with a witness suggesting the driver of the SUV may have fled the scene. Police located the SUV and driver, Morgan Mroz, and after further investigation, Mrozed was arrested and charged with reckless homicide.
