The White House has outlined a framework for Congress to address concerns about artificial intelligence without curbing growth or innovation in the sector. The proposal includes a list of guiding principles for lawmakers, including protecting children, preventing electricity costs from surging, respecting intellectual property rights, preventing censorship and educating Americans on using the technology. The announcement comes as state governments have implemented their own regulations for AI, while industry and the White House argue that a patchwork of rules would hinder growth. The White House also stated that Congress should not interfere with local authorities in deciding where to place data centers or how states procure their own AI tools for law enforcement or education. However, it does not believe that training AI models on copyrighted material violates copyright laws. There are currently several lawsuits pending regarding the fair use of copyrighted works to create new text, images and sound.
