Chinese national Tianrui Liang was arrested at a New York airport on April 7 after authorities claimed he illegally photographed aircraft at Offutt Air Force Base. The warrant was issued following allegations that Liang had taken photos of Offutt Base without prior approval from the base commander. Liang was holding a Chinese passport and a B1/B2 visa at the time of his arrest. Court documents state that he had a one-way ticket to Europe, with flights to Frankfurt, Germany, and Glasgow, Scotland. Liang admitted to photographing several planes at Offut and several such photos were found on his camera. An Offutt spokesman stated that Liang did not gain access to the base.
