Storm tests St. Paul's winter parking experiment

St. Paul is testing new winter parking rules in its Midway neighborhood, where residents can park on only one side of the street and must move their cars to the opposite curb every week, even when it's not snowing. The pilot program could potentially end the snow emergency as we know it, more quickly clearing neighborhood streets that currently have to wait until after the snow stops falling. However, St. Paul Public Works spokesperson Lisa Hiebert said that the fast response to these changes has resulted in fewer axle-rattling ruts and less ice buildup on pilot streets. The trade-off for faster street clearing has been parking annoyances, as both pilot areas include commercial nodes that attract visitors unaware of the different parking rules.
