Businessman Rod Lockwood is attempting to purchase the city of Detroit for $1 billion and convert it into a Dubai-style enclave for the ultra-wealthy, with each individual paying $300,000 for living in a tax-free environment based on Ayn Rand's laissez-faire economic principles. The proposal is part of a larger effort to secede from the United States and create a more egalitarian society. The plan is also supported by President Donald Trump's proposed futuristic cities.
