Rhonda Northrup, a woman who was walking her dog when she encountered a broken sidewalk in Joliet, has filed a lawsuit against the city for negligence. The lawsuit alleges that Joliet owned, operated, maintained or controlled the sidewalk near 1704 Taylor Street, which was open to the public. Northrup alleges that the sidewalk was in a dangerous condition and presented a tripping hazard. The suit accuses Joliet of failing to inspect the sidewalk and allowing it to exist in an unsafe condition when it knew the public would encounter it.
