Raul Fernandez Vicioso, owner of El Primo Restaurant in Central Massachusetts, has pleaded guilty to using stolen identities to obtain $440,000 in SNAP benefits. He and his alleged co-conspirators, one Fitchburg man and two Venezuelan nationals, are facing charges in 2023. The money was allegedly used to buy bulk food items to stock El Primos at no cost and sell menu items at a complete profit. The group also received over $700,000 of Pandemic Unemployment Assistance benefits from multiple states.
