In 1989, Gov. Steve Cowper proposed an education endowment using a modest portion of the state's Permanent Fund earnings, which would have allowed enough funding for public schools. The proposal was overwhelmingly supported by the House but failed to pass the Senate in the next year. Current members of the House have been urged not to be as short-sighted as their predecessors. The current Permanent Fund is now worth about $85 billion.
