'Square One': Sen. Kennedy Dumps Cold Water On Reported Shutdown Deal

Republican Louisiana Sen. John Kennedy has dismissed reports of a deal to restore funding to the Department of Homeland Security (DHS) despite earlier reports of an agreement. Kennedy cited several major obstacles, including the president's rejection of a compromise on funding all DHS agencies except that Immigration and Customs Enforcement (ICE), which would instead be addressed in a separate reconciliation bill. He also mentioned that Senate Minority Leader Chuck Schumer was an obstacle to a deal. Some Republican senators have also doubted the possibility of funding DHS through the reconciliation process, which requires just 51 votes and is restricted to budgetary items.
