Republican leaders announce two-track plan to end the DHS shutdown

House and Senate Republican leaders have announced a plan to end the Department of Homeland Security (DHS) shutdown, which has caused major airport delays. The plan involves fully funding the entire DHS through the appropriations process and through the reconciliation process. It would fund all of DHS except ICE and Customs and Border Protection, which Democrats refuse to fund without reforms to immigration enforcement operations. The White House supports the plan. However, House Republican leaders may need to vote to pass the Senate's bill through the House. The timing for a vote is uncertain as both chambers are scheduled to be on recess until April 13.
