Insurance rates based on credit history draw scrutiny from lawmakers in some states

Some state lawmakers are pushing to ban the practice of using consumers' credit history to set their premiums for homeowners or auto insurance policies, which can increase costs for consumers. Currently, only a few states ban the use of credit history in certain coverage decisions, including California, Hawaii, and Massachusetts. However, there are limits on this, as insurers are not allowed to use credit-based insurance scores as the sole reason to increase rates or cancel or renew a policy. A 2007 study by the Federal Trade Commission predicted that 59% of consumers in its database would see their premiums decrease, and 41% would see an increase.
