Lubbock man indicted on kidnapping, sexual assault charges

A Lubbock County grand jury has indicted 49-year-old Robert Arnold on charges of kidnapping, sexually assaulting and sexually abusing a woman. The woman claims that Arnold had been tracking her using a GPS device hidden in her car. Three previous charges against Arnold were rejected by the Department of Public Affairs.
