Disability service providers say Minnesota should scrap, replace this fraud-vulnerable program

Disability service providers in Minnesota have argued that the state's Integrated Community Supports (ICS) program, intended to allow people with disabilities to live more independently, is riddled with fraud and abuse. The program has been targeted by private companies and nonprofits for $508 million since its launch in 2021, but providers and recipients argue that its design is flawed and lacks clear, consistent rules and enforcement. Federal investigators raided a different ICS company in December over allegations of fraud. The Department of Human Services has opened over 75 cases related to ICS since September and has withheld provider payments and referred the case for criminal investigation. The state's proposal to shut down the program in two years and create a replacement has been rejected by some providers and lawmakers. Last year, 2,540 Minnesotans with Medicaid disability waivers used the program.
