Deputies have arrested Kevin Moore, a man who allegedly attempted to steal a dog from a residence in DeLand, California. The dog's owner reported seeing Moore reaching for their dog over the fence and pulling it towards the ground. The incident was captured on video by a neighbor across the street. Moore was detained and a search of his belongings revealed two pill bottles, a glass pipe and a "crystal-like substance" that tested positive for Meth. He is charged with attempted petit theft, possession of a controlled substance without a prescription, and possession of drug equipment and drug paraphernalia.
